At the June 8, 2004, Port Commission meeting the Commissioners approved amending Tariff 100-A and Bulk Terminal Tariff 1-A to include a base Security Surcharge on Wharfage and Dockage. The Security Surcharge became effective August 1, 2004 at the rate of 10% through December 31, 2004. The approval also provides for annual incremental increases of ½% beginning January 1, 2005 until a surcharge rate of 12.5% is reached on January 1, 2009.

At the October 11, 2005, Port Commission meeting the Commissioners approved amending Tariff 100-A to include a Security Surcharge applicable only to Wharfage on Bulk Liquids handled through pipeline connections. The surcharge became effective October 1, 2005 on a Bulk Liquid wharfage rate of $0.04 per bbl or 7% of the currently effective base Security Surcharge percentage. Bulk Liquid wharfage for Security Surcharge calculations, per bbl: $0.04 Oct 1, 2005 to Feb 29, 2008; $0.06 Mar. 1, 2008. The percentage adjustments as shown below.
