ITEM 300

DOCKAGE CHARGES

Dockage charges apply to vessels moored to any Port Authority Terminal Facility property or moored to vessels so berthed.

UNLESS OTHERWISE PROVIDED DOCKAGE RATES AND MINIMUM CHARGES COMPUTED PER 24-HOUR PERIOD OR FRACTION THEREOF.

PART ONE - GENERAL CARGO DOCKS

  1. DOCKAGE FOR SELF-PROPELLED VESSELS AND SEA GOING DRY CARGO BARGES AT THE GENERAL CARGO DOCKS WILL BE CHARGED ON VESSEL'S LENGTH OVERALL (LOA) AS SHOWN IN LLOYDS REGISTER OF SHIPS AT THE FOLLOWING RATES: (A) 3-1-2008.

  3. B. Dockage for non self-propelled Inland Waterway Dry Cargo Barges: $90.00, per 24-hour period or fraction thereof. (See Note-1)


PART TWO - PUBLIC OIL DOCKS

    1. A. Dockage for self-propelled tank vessels (tankers), oceangoing tank barges over 360 feet LOA, integrated tug barges (ITB) and articulated tug barges (ATB), will be charged on the vessel’s length overall (LOA) as shown in Lloyd’s Register of Ships at the following rates. Dockage for ITB and ATB vessels will be inclusive of the tug. Minimum dockage $1,250.00 per 24-hour period or fraction thereof. (See Note-1) (A)(I) 3-1-2008

    2. Dockage for ocean going and inland waterway tank barges 360 ft or less LOA will be charged the following rates per function per 24-hour period or fraction thereof:  (See Note-1) (A) 3-1-2008)

    PART THREE - MOORING OF DRILLING RIGS AND RELATED OFFSHORE EQUIPMENT

    Dockage rates for mooring drilling rigs and related offshore equipment will be quoted on request.

     

    PART FOUR - CRUISE AND RELATED VESSELS (D) 3-1-2008

    Provisions deleted

     

    PART FIVE - VESSELS IN REPAIR STATUS (A) 1-3-2008

    Vessels undergoing repairs are assessed dockage as follows:
    1. GENERAL CARGO SHIPS, DRY BULK CARGO SHIPS AND DRY CARGO OCEAN GOING BARGES – Dockage for the first 24-hour period shall be assessed at the LOA rates in PART ONE of this Item. Dockage after the first full 24-hour period shall be assessed at 50% of the applicable LOA rate per each 24-hour period thereafter.

    2. SELF-PROPELLED TANKER SHIPS – Dockage for the first full 24-hour period shall be assessed at the LOA rates in PART TWO of this Item. Dockage after the first full 24-hour period shall be assessed at 50% of the applicable LOA rates in PART TWO of this Item, per each 24-hour period thereafter.

    3. INLAND WATERWAY DRY CARGO BARGES – Dockage for the first full 24-hour period or fraction thereof shall be assessed at $90.00. Dockage after the first full 24-hour period shall be assessed at $10.00 for each 24-hour period thereafter.

    4. BULK LIQUID (TANK) BARGES
      • Vessels 360 ft or less LOA – Dockage for the first full 24-hour period or fraction thereof shall be assessed at $90.00. Dockage after the first full 24-hour period shall be assessed at $45.00 for each 24-hour period thereafter.
      • Vessels over 360 ft LOA – Dockage for the first full 24-hour period or fraction thereof shall be assessed at the LOA rates in PART TWO of this Item. Dockage after the first full 24-hour period shall be assessed at 50% of the applicable LOA rate for each 24-hour period thereafter.
    5. MISCELLANEOUS VESSELS – Dockage for miscellaneous vessels not provided for elsewhere in this Item 300, including but not limited to tugs, crew boats, survey, research vessels, etc., shall be assessed $300.00 per 24-hour period or faction thereof.

    The provisions of PART FIVE of this Item apply only to vessels assigned to Terminal Facilities for the sole purpose of making repairs.  Assignment to a repair berth is subject to prior request and approval by the Executive Director or his designated representative.  Vessels in repair status shall be subject to all applicable provisions published herein including Items 602  and  620.

     

    PART SIX – DOCKAGE FOR ALL VESSELS AT THE BULK TERMINAL

    49 cents ($0.49) (A) 3-1-2008 per Gross Registered Ton (GRT), minimum $200.00, per 24-hour period or fraction thereof.

    NOTES APPLICABLE TO ITEM 300:

    NOTE 1: Because the Port Authority cannot recognize the many parties involved in barge transportation, the owner of each barge moving into, from or within the harbor, west of the Inner Harbor High Bridge, is responsible for all dockage charges incurred by or accruing against the barge. The Port Authority will invoice all dockage charges incurred by the barge to the owner of the barge, and such owner is liable for payment of such charges to the Port Authority unless, prior to incurring the dockage charge, the Port Authority is instructed to invoice dockage charges to another responsible party who in writing guarantees payment. The use of a wharf, dock, pier, berth, shore, banks or any other Terminal Facility by the barge constitutes acceptance of this liability by the barge owner.
